PAIA Manual
Access to Information Manual compiled by Sub10 (Pty) Ltd t/a SASA Digital (“SASA Digital”) in terms of section 51 of the Promotion of Access to Information Act, 2000 (PAIA), as amended by POPIA and updated in line with Government Notice 6126 of 17 April 2025.
1. Introduction to PAIA and POPIA
PAIA gives effect to the constitutional right of access to information held by the State or any other person where it is required for the exercise or protection of a right. POPIA gives effect to the constitutional right to privacy, sets minimum requirements for the lawful processing of personal information, and transferred oversight of PAIA to the Information Regulator.
2. About SASA Digital
SASA Digital operates a web-based Portal used by schools to manage school sports. Schools upload learner records; Event Conveners verify learner eligibility (age and sex/gender); results are uploaded and published; and SASA (the association) pulls oversight reports. SASA Digital is an operator only, and does not determine the purpose or means of processing on the Portal.
3. Information Officer
Requests, objections, correction and deletion requests, and PAIA complaints should be addressed to SASA Digital's Information Officer at hello@sasadigital.co.za.
4. Records held
Categories of records held by SASA Digital include: learner registration and eligibility records held on behalf of Schools; event and results data held on behalf of Event Conveners; oversight reports held on behalf of SASA; portal access and audit logs; company records under the Companies Act; tax and employment records; and this PAIA Manual together with our POPIA policy summary. This list is not exhaustive.
5. How to request access
Requests must be made on the prescribed PAIA request form (Form 2), submitted to the Information Officer with sufficient particularity for the record to be identified, and accompanied by proof of identity. Where a learner is a child, the request must ordinarily be made by the learner's parent or legal guardian acting on the learner's behalf. The prescribed request fee and any applicable access fees are payable before records are disclosed (see Annexure B of the downloadable Manual).
6. Grounds for refusal
Access may be refused on the grounds set out in Chapter 4 of PAIA, including protection of the personal information of a third party where disclosure would constitute an unreasonable invasion of privacy. This ground is of particular relevance to requests that would disclose another learner's ID number, race, or other special or children's personal information.
7. Remedies
A requester who is dissatisfied with a decision may lodge a complaint with the Information Regulator at enquiries@inforegulator.org.za or apply to a court for appropriate relief.
8. Availability
Copies of this Manual are available free of charge on this website and at SASA Digital's registered offices.
